Health Event Signal

I'm trying to configure an alert that will notify me when a VM is shutdown by a process or authorized user inside the guest OS. I've seen the event on particular VM, so by looking at the the activity logs for the VM I can select the event and create and alert. However when I click to change the scope so it it will be a resource group level and therefore on all VM's the signal is lost, when I try to browse and select it again no 'healthevents' are displayed whatsoever.

I thought it might be a filtered view so I went back down to an individual VM and browsed for the healthevent to see what signal type and service it is listed against and I can't see it all. The only way to make it visible is to find the actual event on the activity log. Am I missing a filtering option or something here?
