Update installed application connection string via Resource Manager Template

I was wondering if any one could help and tell me if this is possible. I have created a Windows Server 2008 VM and installed a custom built windows service, which has a application config file.

Is it possible to create a Resource Manager template to target this VM and update my application config file ie. Stop service, update configuration file and then start the service.
