Invalid website publish settings file to import publish profile

I am new user of Azure. I created a virtual machine through Azure's website, and ran "Get-AzurePublishSettingsFile" command to download the publish setting file. I later used VS 2012 to publish an ASP.NET website. After selecting the downloaded publish setting file, an error shows up saying that "Invalid website publish settings file to import publish profile".

It should be noted that I wasn't able to find "Download the publish profile" on Azure's website itself. The Dashboard page didn't have the link to download the publish profile. 

I am wondering what might be the cause of the error? How to fix it? Thanks for any thoughts in advance!
