Azure Preview Portal Can't View Billing or Modify Azure Website Settings

Recently, we hit some issues where the Co-Admin in our subscription can't view billing usage, Burn Rate and Cost by Resource. The preview portal doesn't show any obvious errors; The billing info just doesn't show up.

Logging in with the service admin account show the billing info just fine in the preview portal. Needless to say that is less than ideal. Also, likely due the Co-Admin account not being able to access billing info, the estimated spend tile on the Azure website blade is showing some wildly inaccurate estimates.

A single standard small instance S1 hosting plan normally costs $44.64 not $267.58. This is especially worrisome since the subscription has a spending cap of $150. We were scrabbling to manually review all of our Azure resource usage before we realized it was likely a portal error. Not exactly a confidence inspiring experience for the new preview portal.

Also, modifying azure website settings is currently failing both as a service admin and Co-Admin.  Preview portal keeps showing the error "Failed to update site settings for [site name]: Authentication failed. The 'Authorization' header is not present or provided in an invalid format." Using different browsers and computers didn't seem to help the issue at all.

Both issues were working just fine a few days ago in the preview portal. Management of Azure websites in management portal is working just fine.
