Preventing user to create resources

Hi there,

I have created several users in a group within my subscription.

I have created a budget of X amount with simple email alert if the budget reaches 85%.

I want to block/prevent the users within the RG if they have exceeded the budget amount.

Can you let me know, how this can be achieved?
