User management: "Unable to complete due to service connection error. Please try again later."

Hello,

I'm trying to deactivate a user account for a colleague no longer with us, and create two new users for new colleagues. However when I try to use the user management UI via the Azure AD portal I'm just shown:

Unable to complete due to service connection error. Please try again later.

I'm not seeing any planned maintenance listed. I've also tried multiple browsers, including forcing deletion of Microsoft site cookies. (This even made me re-authorise via 2FA.)

Is there a known outage with an ETA?
