Cloud Services and new unbilled Stopped state

I heard about the change this week where stopped VM's are no longer billed. But with all this IaaS stuff in Azure now the terminology has become strained. In this case does VM refer only to IaaS VM's or does it also apply to Cloud Service VM's?

In the Azure Portal I have experimented with stopping a Cloud Service and it still warns me about continuing to be billed. And once it has stopped the Dashboard page says it is still being billed. So unless the Portal has not been correctly updated then I am assuming this change of non-billing stopped instances does not apply to Cloud Services.

Can anyone confirm the facts here?
