Password Policy Expiration in Azure Cloud

I am on the free Azure tier. I do not have a local domain, no hybrid, just an Azure Cloud account. I have an admin account with members in a group as part of a portal "active directory". To be clear I have no virtual servers.

I am trying to join a new laptop to my "Azure domain". I have done this repeatedly with no issues. My question hinges on administrating the password polices in the Azure cloud. Apparently my password has expired and in joining up my newest laptop i'm being prompted to enter a new password. But I don't want to require my users to do this.

I see lots of documentation to admin this policy from a local computer via power shell, over local domains, and even via powershell from virtual servers and storage. But all I want to do is set my policy to never expire for my users in the Azure cloud. This should be very simple, yes?

Am I missing something, or does this require a P1 or P2 premium license level to do this?
