Event Hub Namespace Authorization Rules

Hi,

Can we modify the default shared access policy (i.e. RootManageSharedAccessKey) from Manage to Send or Listen?

I tried to modify it from portal, but the operation is getting failed. 

so is that possible or not? suggestions please.
