Inbound security rules - some work some don't

Dear all,

I have a red hat VM on Azure. I have defined a few inbound security rules:

I have three inbound rules:

Port 22 - any to any - allow

Port 443 - any to any - allow

Port 8443 - any to any - allow

Only port 22 works. The services running on the other ports don't. I have run a port scan tool and this confirms that only port 22 is open. All of them are configured the same and port 443 and 8443 even have higher priorities. 

Could you please advise about what I am doing wrong?
