Azure Portal doesn't show metrics for resources migrated from another subscription

Recently we have moved some of our resources between subscription. And observed that some of the monitoring tools provided by Azure Portal no longer report any metrics. 

First issue is with Azure App Service. We have moved few app service plan with all app services to new subscription. After migration "Metrics per Instance (App Service plan)" tool no longer shows CPU/Memory statistics, Http Statistics and Network Statistics, all data points are 0.0.

We have tried to resolve this by creating new app service plan and moving migrated app services to it. This do not solve the issue, new app services created on new app service plan do report all metrics, migrated app services don't. One more thing to mention, if migrated app service is opened in Azure Portal metrics are available there (see screenshot below), only diagnostics tools "Metrics per instance (Apps)" and "Metrics per Instance (App Service plan)" are affected.

Second issue is affecting migrated Azure Redis instance. No metrics are reported for this instance in Azure Portal, other (non-migrated) instances are reporting metrics just fine.
