cannot create a resource group

I am trying to create a simple new resource group under my MSDN Azure subscription. In the fields I enter the Resource Group name, the select a subscription (I see three.. Visual Studio Enterprise, Visual Studio Ultimate with MSDN, and Access to Azure Active Directory) If I select either of the Visual Studio subscriptions, then the Resource Group Location drop down does not populate with any of the Azure datacenters. It will not allow me to create the Resource group. If I select the Access to Azure Active Directory subscription then the location dropdown populates but if I select one it errors and indicates that the subscription is incorrect. What am I missing here?
