Uploading a file causes our website to crash until memory is reset.

When I attempted to upload a .pdf file to the site, the entire site went down until the top of the hour.  When I spoke with our web designers, they told me that there we had gone over a usage amount.  The Website SQL database is only 1GB as well, and that may be full.  I spoke with billing support and this was the reply:

As per the update we got, your question appears to be a technical issue involving a preview feature instead of billing and support as selected.

At the time of General Availability our technical support options will change and we will update the support portal with most updated support options.

As there is no further action required from our end, please permit us to close the ticket.

If there is anything, please bring it to my attention."

I would like to know how do I find out what needs to be done so that this does not happen when I upload the file to my website.
