Azure classic portal does not show the correct number of instances on the graph used to monitor scaling actions

please see the attached image.

We have configured the automatic scaling feature of Azure Cloud Services on our cloud service. We have 8 instances and a scaling range from 8 to 20 instances. However, the graph that is used to monitor the scaling actions shows 2 instances (it should show 8). Indeed, 2 is the number of instances that are in the staging environment of our cloud service (please note that we have manually changed this number from 8 to 2 as reported in the graph). I suspect that the graph is actually showing the number of instances in the staging environment.
