MSDN Access to Azure Credits - limitation question

Question,

I was wondering if you can tell me the following. Can one person who has MSDN and 150$ in Azure credits access/manage someone else's MSDN (his 150$ in credits)? Is that covered through licensing?

As long as both people have MSDN subscriptions, would they not be able to share access (add each other as co-administrators to their subscription)

Please let me know if this is covered, because I know it is technically possible.
