Cannot move tile in Azure portal

No matter what I do, I cannot move "Resource costs" tile in Azure portal. Even moving another tile on that place does not move it.In particular resource group I pinned the "Resource costs" tile from blade to Dashboard. On Dashboard I cannot move it.The blue header pops up but the mouse does not change to cross nor I can drag it etc.

Other tiles are OK.New portal, of course. IE, Chrome, IE + private; same issue.
