why showing a service in cloud services section when adding a application in virtual machines IIS?is that costing me for cloud services and virtual machines?

i have created a virtual machine and published an mvc application in iis,and accessing it by vm's ip address ,but when i open the portal and see in thecloud services section i noticed a servie created by the name of my vm,is that mean i have to pay for vm and cloud service also?
