Cannot launch instances in West Europe

Hi

I don't seem to be able to launch instance in any of the Europe regions. When I try from an external third-party app (Tutum), I get the following error:

Azure returned an error: Unknown error (Bad Request) 
<Error xmlns="http://schemas.microsoft.com/windowsazure" xmlns:i="http://www.w3.org/2001/XMLSchema-instance"><Code>BadRequest</Code><Message>The location constraint is not valid</Message></Error> 

I also don't see the region listed if I try to launch an instance directly from the portal.

Is there anything that needs to be enabled on the account to get this working?
