Can't add users to Team Project

I signed up via DreamSpark, and I have a microsoft (live) login, which I use to log in to Azure.  When I click on "Manage Users in the Azure Management Portal" under my Team Project, one of two things happens, intermittently:

- I get taken back to the portal I originally came from, or

- I get a 400 error.
