Webjobs can't communicate with Azure Management Services

Suddenly our webjobs can't communicate with Azure Management Services using management certificate. Any call to the storage management services return the following error: http://System.Net .Http.HttpRequestException: An error occurred while sending the request. ---> http://System.Net .WebException: The request was aborted: Could not create SSL/TLS secure channel.

tried to use new management certificate, restart the webjob and even restart the whole website nothing worked
