I am using ARM templates to deploy the azure resources, now it is possible that a user might rerun the same template with same values again and again, In this case the ARM api does accept the call and the deployment succeeds each time, so does the resource gets recreated/changed everytime ? also is there a way via api or some other options we can make out whether the deployment actually made some changes in the resources or it didn't do anything as the resources were already there. This would be very useful for our usecase so that we know if there are any changes made to the system for compliance and auditing purpose.
Any helps would be really appreciated.
